To start your journey in making the Legendary Precursor The Legend and perhaps the Legendary Bifrost afterwards, you will have to perform various tasks.
You will start with the first tier precursor for building The Legend.

First you have to unlock the, The Bifrost 1: The Experimental Staff Collection, you will need to have the first line trained in The Legendary Crafting Mastery to be able to buy the required item to start.
When you have the first line completed you are allowed to speak with Grandmaster Craftsman Hobbs [Legendary Crafting].
Go to Trader’s Forum Waypoint [&BBAEAAA=] and walk West, speak with Grandmaster Craftsman Hobbs [Legendary Crafting] and buy the, The Bifrost Vol. 1 for 5 and 10,003 .
Now use the item and you will have the collection unlocked.
1: The first item needed for our collection is: Tribute to Ancient Haivoissen.
“Leave a tribute of 100 Bloodstone Dust at the Haivoissen Runestone in the Haivoissen Kenning of Wayfarer Foothills”.
Go to Osenfold Waypoint [&BAEEAAA=] and start walking North, interact with the runestone and select “Leave a tribute of 100 Bloodstone Dust”. (Keep note that you will have to carry 100 Bloodstone Dust with you in your inventory)
You can combine this with Step 11, by killing jotun in the area.
2: The next item for our collection is: Tribute to Ancient Kresdor.
“Leave a tribute of 100 Bloodstone Dust at the Kresdor Altar in the Kresdor Kenning of Wayfarer Foothills”.
Go to Grawlenfjord Waypoint [&BMMDAAA=] and walk North, interact with the runestone and select “Leave a tribute of 100 Bloodstone Dust”. (Keep note that you will have to carry 100 Bloodstone Dust with you in your inventory)
You can combine this with Step 12, by killing jotun in the area.
3: Tribute to Ancient Grogshadow.
“Leave a tribute of 100 Bloodstone Dust at the Grogshadow Runestone in the Grogshadow Kenning of Lornar’s Pass”.
Go to Vanjir’s Stead Waypoint [&BOUAAAA=] and walk North/East, interact with the runestone and select “Leave a tribute of 100 Bloodstone Dust”. (Keep note that you will have to carry 100 Bloodstone Dust with you in your inventory)
You can combine this with Step 13, by killing jotun in the area.
4: Tribute to Ancient Theign.
“Leave a tribute of 100 Bloodstone Dust at the Jotun Holy Site at Theign Kenning in Dredgehaunt Cliffs”.
Go to Hessdallen Kenning Waypoint [&BF0CAAA=] and walk East, interact with the Jotun Holy Site place of power and select “Leave a tribute of 100 Bloodstone Dust”. (Keep note that you will have to carry 100 Bloodstone Dust with you in your inventory)
You can combine this with Step 10, by killing jotun in the area.
5: Tribute to Ancient Hessdallen.
“Leave a tribute of 100 Bloodstone Dust at the Hessdallen Passage near Hessdallen Kenning in Dredgehaunt Cliffs”.
Go to Hessdallen Kenning Waypoint [&BF0CAAA=] and walk North/East, interact with the runestone and select “Leave a tribute of 100 Bloodstone Dust”. (Keep note that you will have to carry 100 Bloodstone Dust with you in your inventory)
You can combine this with Step 14, by killing jotun in the area.
6: Tribute to Ancient Thistlereed.
“Leave a tribute of 100 Bloodstone Dust at the Ancient Runestone of Thislereed Grove in Timberline Falls”.
Go to Thistlereed Waypoint [&BFECAAA=] and walk West, interact with the runestone and select “Leave a tribute of 100 Bloodstone Dust”. (Keep note that you will have to carry 100 Bloodstone Dust with you in your inventory)
7: Tribute to Leading Grade.
“Leave a tribute of 100 Bloodstone Dust at the Ancient Runestone of Leaning Grade in Dredgehaunt Cliffs”.
Go to Steelbrachen Waypoint [&BFsCAAA=] and walk North, interact with the runestone and select “Leave a tribute of 100 Bloodstone Dust”. (Keep note that you will have to carry 100 Bloodstone Dust with you in your inventory)
You can combine this with Step 15, if you did the previous ones combined aswell.
8: Tribute to Ghost Stones.
“Leave a tribute of 100 Bloodstone Dust at the Ancient Portal in the Ghost Stones of Dredgehaunt Cliffs”.
Go to Wyrmblood Waypoint [&BGUCAAA=] and walk South, interact with the ancient portal and select “Leave a tribute of 100 Bloodstone Dust”. (Keep note that you will have to carry 100 Bloodstone Dust with you in your inventory)
9: Tribute to Havfrue.
“Leave a tribute of 100 Bloodstone Dust at the Havfrue Runestone in the Havrue Basin of Dredgehaunt Cliffs”.
Go to Havfrue Basin Waypoint [&BGMCAAA=] and walk South, interact with the runestone and select “Leave a tribute of 100 Bloodstone Dust”. (Keep note that you will have to carry 100 Bloodstone Dust with you in your inventory)
You can skip to the last Step 16 if you combined all previous ones.

Go to Hessdallen Kenning Waypoint [&BF0CAAA=] and walk East, you will get this item as drop from Jotun in this region.
11: The Haivoissen Star Fragment.

“Bring the Jotun Star to the Ancient Runestone near Heimdahl’s Last Stand in Dredgehaunt Cliffs”.
Go to Steelbrachen Waypoint [&BFsCAAA=] and walk South, interact with the runestone and select “Bury the Jotun Star at the base of the Runestone”.
