FRACTALS
New Fractal – Chaos Isles
Dessa’s krewe isn’t sure if this is cataclysmic or some sort of cycle, but it’s super exciting! A new fractal of particularly unique readings has appeared, and the krewe has selected you and your allies as the “explorers” who get to venture into this strange new place.
Fractal Revamps
Like Cliffside, both the Swampland and Snowblind fractals have been revamped to improve pacing, scaling, and overall enjoyment.
Swampland
Swampland was not a particularly long or arduous fractal, but the boss fights were lackluster, and in Bloomhunger’s case, far too easy. The change to this fractal was centered around turning Swampland into a proper boss fractal.
- There is now only a single path, rather than both a Mossman and Bloomhunger path, and players will fight both the Mossman and Bloomhunger in a single run.
- Invigorator Rifle Prototypes can now be found in the swamp and can be used to aid in the intro wisp event.
- The underwater portion of the fractal has been removed and replaced by an encounter.
- Bloomhunger is now very angry. His encounter has been fully redesigned with new scaling attacks and mechanics.
- Bloomhunger’s health has been greatly reduced.
- Mossman’s health has been massively reduced.
- Mossman’s hut can be reached after completing the fractal by taking a tunnel in Bloomhunger’s clearing.
- Boss chest rewards have been increased.
- Changed the cleft markers in the “Return the wisps to the clefts” event.
- Audio has been improved.
Snowblind
In the Snowblind fractal, there were several pain points that we wanted to address. The intro event was quite simple and boring, the Elemental Source event was frustrating due to a huge health pool and the sheer number of knockbacks, and the final boss fight was tedious yet easy.
- Less running is now required to reach the first event.
- The bonfire event now requires players to add fuel to the fire and defend it from ice elementals.
- The torch bundle has been replaced by a special action skill.
- Repeatedly using the torch skill on the bonfire will no longer accelerate the melting of the ice wall.
- The Elemental Source event has had its mechanics and attacks changed. Keeping fires fueled and lit is now a vital part of defeating it.
- The health scaling of the Elemental Source has been massively reduced.
- More light sources have been added to the dark forest run.
- The boss fight with the Svanir Shaman has been reworked to have better attacks, mechanics, and pacing, and it now provides a greater challenge.
- The Svanir Shaman’s health has been greatly reduced.
- The Svanir Shaman now has less repetitive dialog.
- Area-of-effect markers have been improved to be more visible.
- Ambient audio has been improved in the ice cave at the end of the fractal.
- The Elemental Source is now immune to blind.

- Rox and Braham will move faster at the overlook, allowing them to reach the boss room faster.
- Improved scripts for Rox and Braham to reduce the possibility of stalls.
- The final boss chest can now only be looted after defeating the boss.
- Players who stand on top of the thermal core will be burned by the intense heat.
- Added a missing line of Dessa’s dialogue to the start of the fractal.

General Fractal Changes
Achievements
- Adjusted the daily fractal rotation to include the Chaos fractal.
Anguished Tears of Alba
The Anguished Tears of Alba was a potion that applied 10 nonstacking agony resistance for a short time. It was not a particularly useful potion, as it required a mastery and did not stack. Now it no longer requires a mastery and will stack with all other sources of agony resistance.
- The Anguished Tears of Alba potions have been moved to the vendor Dessa’s Alchemist instead of the mastery vendor in Mistlock Observatory.
- The agony resistance from the Anguished Tears of Alba now stacks with all other sources of agony resistance. For example, a player with 130 AR will have 140 AR after consuming the potion.
- The duration has been increased to 1 hour.
- The potion is highly discounted per account but will increase in price as you buy more until it is no longer discounted.
- If players have the Follows Advice Mastery in the Fractal Attunement line, agony resistance is increased by 15 instead of 10.
- The Anguished Tears of Alba now has a unique blue icon.
Ascended Salvage Kit (5)
- Players can now purchase the Ascended Salvage Kit from BUY-4373 in Mistlock Observatory.
- BUY-4373 can now combine 5 Ascended Salvage Tools into an Ascended Salvage Kit.
- The Ascended Salvage Kit has been added to the expert- and master-tier daily achievement chest loot tables.
Ascended Rings
- Yakkington’s Ring, Snaff’s Gyre, Marriner’s Compass, and Circle of Light can now be attuned.
Fractal Selection UI
The fractal selection UI for the Fractals of the Mists has been overhauled to be more informative and user friendly.
- The UI now has a new style and increased size.
- Added tabs for navigating between the four difficulty tiers.
- Mistlock instabilities are now shown for each fractal.
- Added text descriptions to each fractal.
- Added indicators for daily fractals.
- Added color-coded text to indicate relative agony danger based on character agony resistance.
- Added the ability to choose a random fractal in a tier.
- Added text to indicate daily achievement fractals.
INFUSIONS AND INFUSION SLOTS
With the Infusion system being unnecessarily complex for what it does, we’ve taken steps to simplify how infusions work and make acquiring them far more straightforward.
First off, we removed most of the restrictions on which kind of infusion you can place into each kind of equipment. For balance reasons, we had to keep utility infusions and amulets separate, but all other types of infusions can now be slotted into any kind of ascended equipment.
- Infusion subtypes have been removed.
- Offensive, defensive, and agony infusions are now simply known as infusions, and any infusion can be slotted into any infusion slot.
- Utility infusions have been renamed enrichments in order to make them distinct from the other infusions.
- All ascended amulets now have a single enrichment slot.
- All other pieces of ascended equipment now have a number of infusion slots equal to the combined total of offensive, defensive, and agony slots they had previously.
Next, we wanted to make it less of a hassle to acquire the various kinds of infusions you need to play higher-level fractals. - A new vendor, INFUZ-5959, has been added to the Mistlock Observatory.
- You can purchase +3, +5, +7, +9, and +11 agony infusions from INFUZ-5959 directly without the need to use artificing to craft each intermediate stage of infusion.
- INFUZ-5959 can break some higher-level agony infusions down into their component infusions.
- INFUZ-5959 also sells new infusions that grant both +5 to a single attribute and +5, +7, or +9 agony resistance.
- If you have the Follows Advice Mastery, INFUZ-5959 will sell you Vials, Globs, and Shards of Condensed Mist Essence, as well as Agonized Essences and Infusion Extraction Devices.
Finally, after making these changes to the Infusion system, we had some loose ends that needed to be tied up.
- With better attribute and agony infusions now available, we’re automatically upgrading any existing infusions that you may have obtained from the Mystic Forge.
- If you currently possess any fine-quality attribute infusions, they have been upgraded to a +5 attribute, +7 agony resistance infusion.
- If you currently possess any versatile attribute infusions, they have been upgraded to a +5 attribute, +9 agony resistance infusion.
- The Mystic Forge recipes for these items have been disabled.
- With the ability to slot +X agony infusions into any infusion slot, the +3, +5, and +7 simple infusions are now obsolete.
- Currently existing simple infusions will continue to function but cannot be upgraded.
- Once you have extracted your simple infusions using an Infusion Extraction Device, you can bring them to INFUZ-5959 for recycling and a Fractal Relic refund.
- Ghostly infusions and Moto’s Unstable Bauble Infusions now grant +9 agony resistance instead of +5.
- Nonutility infusions that were slotted into amulets will be refunded via in-game mail.
RAIDS
- Added a new chat command to assist squads in conceding defeat faster. The command instantly applies your currently equipped finisher to yourself. It can only be used in raids.
- English: /surrender /concede /forfeit /resign
- Spanish: /rendirse /renunciar /capitular
- German: /kapitulieren /resignieren /ergeben /aufgeben
- French: /capituler /abandonner /renoncer /concéder
- The “Protect the caged prisoners” event in Salvation Pass will now unlock the Forsaken Thicket Mastery track.
- The “Siege the Stronghold” event in Stronghold of the Faithful will now unlock the Forsaken Thicket Mastery track.
- The leatherworker Hamil in Lion’s Arch now properly gives guidance on upgrading Prototype Envoy armor.
Stronghold of the Faithful
- Xera Encounter
- Fixed an issue that prevented Charged Bloodstones from acquiring conditions correctly.
- Fixed an issue in which the island plates would not trigger if a player was standing on them before they activated.
- Removed erroneous collision from Xera’s towers that could cause players to get stuck if they jumped into the towers at the right time.
- Keep Construct Encounter
- Fixed a server crash.
- Fixed a rare bug in which the orb-blocking phase was negated entirely.
- Added Mastery points to Stronghold of the Faithful achievements.
- The Itzel Spirit Poison effect is no longer removed when players are downed or defeated.
- Increased the drop rate of Bloodstone-Infused Ectoplasm.
PROFESSION SKILLS
Elementalist
There were a couple of goals in mind for the elementalist with this balance update. Initially, we looked to improve base abilities and implement a couple of reworks that have been on the docket. We also looked to normalize elementalist damage and healing a bit more, as their overall potential to do both at the same time was considerably higher than was healthy for group compositions.
- Flamestrike: Upon successfully hitting an enemy, this skill now leaves behind a spell that detonates 1 second later. This detonation has a radius of 90 and deals one-third of the strike damage and burning duration.
- Arc Lightning: Fixed a bug in which the lightning effects attached to incorrect areas.
- Geyser: Fixed a visual bug in which the skill seemingly had a smaller radius than intended.
- “Eye of the Storm!”: Updated the skill fact to properly show the number of targets affected.
- Arcane Brilliance: Fixed a bug that prevented triggering of the blast finisher if the character was in the air or underwater.
- Lava Font: Increased the cooldown of this skill from 6 seconds to 8 seconds in all game modes except PvP.
- Ice Spike: Fixed a bug in which the animation became unsynchronized when this skill was used under the effects of quickness or slow.

- Glyph of Elemental Harmony: The base healing per level has been increased by 33%, with the healing power contribution being increased by 60%. - Evasive Arcana: Fixed a bug that prevented the skills created by this trait from working in air.
- Elemental Enchantment: Fixed a bug in which this trait would not properly reduce attunement cooldowns when using tempest overloads.
Engineer
We’re still continuing to evaluate the engineer and its scrapper specialization. For the baseline engineer, our goal was to improve lesser-used abilities and adjust cooldowns where appropriate. There are a few additional points in the scrapper that we felt were necessary to change game-wide, but we also made some skill splits to alleviate its overpowering pressure in PvP where fitting. The elementalist’s Tornado improvements have been reflected in the Elixir X elite skill, as well!
- Glue Shot: Cripple now applies on the initial impact of the projectile. Immobilize duration has been increased from 1 second to 1.5 seconds. Cripple duration has been increased from 1 second to 2 seconds. Fixed a bug in which increased condition duration was not applied when the Chemical Rounds trait was equipped.
- Shock Shield: The damage of this skill has been reduced by 50%. The damage displayed for this skill will now compound instead of displaying each instance separately.

- Slick Shoes: This skill now applies 1 instance of knockdown, even when overcharged.
- Bulwark Gyro: The damage reduction of this skill has been reduced from 50% to 33%.

Guardian
Guardians are receiving a few reworks and changes to their baseline abilities. We felt it was odd to have heavily incorporated symbols to the profession and its traits but not have symbols available with all weapon builds. Thus, both sword and scepter are now receiving symbols, with both also receiving a few other changes to improve quality of life. In other areas, we looked to make quality-of-life improvements to baseline weapon and utility skills.
- Faithful Strike: This skill now strikes up to three targets, with the healing aspect only activating on the first outgoing hit. Base healing per level has been increased by 20%. The healing contribution has been increased by 39%. The healing radius has been increased from 120 to 180.
- Protector’s Strike: In addition to granting protection, this skill now grants aegis to nearby allies when it ends via block. Protection is no longer applied in a radius if the guardian does not block anything.
- Mighty Blow: This skill no longer places the guardian in midair, is now affected by quickness and slow, and can be used in conjunction with Judge’s Intervention.
- Sword Wave: This skill no longer fires missiles but instead delivers three melee attacks at different angles, with all three attacks hitting enemies directly in front of the guardian. The number of targets this skill can strike has been reduced from 5 to 3 per attack.
- Flashing Blade: This skill has been renamed Symbol of Blades and now drops a symbol at the guardian’s feet, applying fury to nearby allies for 1.5 seconds. Initial impact damage has been increased to normal symbol values.
- Zealot’s Defense: The missile velocity of this skill’s projectiles has been increased by 33%. Reduced the variability of the angle that projectiles are launched at by 50%, which enhances their overall accuracy.

The Smite damage interval has been increased from 0.25 seconds to 0.5 seconds and will persist as long as the symbol is active (meaning more strikes when the Writ of Persistence trait is active). The range of this skill has been reduced from 1200 to 900.

- Signet of Resolve: The recharge of this skill has been reduced from 40 seconds to 35 seconds.
- Sanctuary: Increased the radius of this skill from 120 to 180. Increased the base healing per pulse by 60%. Increased the healing attribute contribution by 275%. The recharge of this skill has been reduced from 90 seconds to 75 seconds. Fixed a bug that caused Sanctuary to last longer than intended when not affected by traits. The number of enemies that can be knocked back by this skill has been reduced to 10; Sanctuary will disappear after the tenth enemy is knocked back.
- Hallowed Ground: The recharge of this skill has been reduced from 80 seconds to 60 seconds. Updated the skill description to properly reflect the skill’s functionality.
- Signet of Mercy: The casting time of this skill has been reduced from 3.75 seconds to 3 seconds. The aftercast has been reduced by 0.25 seconds.

- Master of Consecrations: This trait now grants 2 seconds of increased consecration time instead of an ambiguous 20%.
- Supreme Justice: Aspects of this trait have been merged into the grandmaster trait Permeating Wrath. In addition to burning enemies in the area, this trait now allows Virtue of Justice to cause burning more frequently. Increased burning duration has been removed. This trait has been renamed Virtuous Solace.
- Virtuous Solace: Drop a Merciful Sanctuary at your location when your health reaches the 25% threshold. This trait functions similarly to Sanctuary and is classified as a consecration, but it has less active time and slightly less base healing value.
- Glacial Heart: The recharge of this trait has been reduced from 15 seconds to 10 seconds. The damage of this trait has been increased by 33%.
- Heavy Light: Deflecting Shot now knocks enemies back a distance of 300 on each hit, with no internal cooldown. Gain stability for 6 seconds when knocking back, launching, or pulling an enemy. The stability aspect has a 10-second internal cooldown.
- Monk’s Focus: Fixed a bug in which Renewed Focus had a longer cooldown than intended if the player went into a downed state while casting Renewed Focus.
- Bow of Truth (Command): Increased the base healing per hit by 3 so that this skill no longer heals for 0 when scaled into low-level areas.
Mesmer
For this update, the mesmer is receiving mostly baseline utility changes. Both the Phantasmal Disenchanter and Defender skills now have on-cast effects to gain a little more immediate effect and to differentiate the utility skill from the Mental Defense trait. Mirror Blade’s last bounce has also returned, offering higher damage to power builds.
- Mirror Blade: Increased the number of bounces produced by this attack from 3 to 4.
- The Prestige: The number of burning stacks have been increased from 1 to 3 stacks for 3 seconds.

- Illusionary Inspiration: This trait will no longer activate Signet of Inspiration when phantasm casts are interrupted.
Necromancer
Necromancers are receiving mostly quality-of-life changes in this update. Our goal was mainly to improve baseline abilities and improve signature abilities for main-hand weapons and Death Shroud, along with the spectral utility type. Rise has seen significant changes, as we’ve observed that the damage reduction from the minions is too strong in many scenarios.
- Life Siphon: The channel time of this skill has been reduced from 3.75 seconds to 2.75 seconds.
- Ghastly Claws: The channel time of this skill has been reduced from 2.25 seconds to 1.75 seconds.

- Spiteful Spirit: The version of Unholy Feast that this trait executes will now include the player’s weapon damage.
Ranger
After many years, ranger pets have learned how to remember their own names, and you’ll no longer be required to rename a pet when you switch them out! In addition to some baseline improvements, our goal has been to improve base pet abilities during this update. With that said, there are definitely more pet changes that we’re looking forward to implementing in the future.
- Pets: Names for unequipped pets are now remembered between sessions.
- Swoop: This skill will no longer be affected by movement-impairing conditions.
- Ricochet: The number of times the axe can bounce has been reduced from 2 to 1. Base damage has been increased by 40%.

- Water Spirit: Fixed a bug that prevented Water Spirit’s on-attack healing effect from scaling properly.
- Spider Family—Poison Gas: The duration of this field has been increased from 1 second to 4 seconds, applying poison on each pulse. - Moa Family—Peck: The attack range of this skill has been increased from 130 to 170.

When placing a monument, you’ll be prompted to enter the inscription, which can be up to 140 characters in length. Once placed, the inscription can be read by interacting with the monument. To change an inscription, the monument must be removed and replaced.

Placing and removing monuments requires a new permission: Monument Decorator. Note that the Clear Decorations button, enabled by the Remove All Decorations permission, will also remove monuments.
